My thoughts


Prohibition of alcohol in the US led to the perfect environment for the mafia to flourish. Similarly, prohibition of drugs is giving succour to gangs and ethnic groupings to follow the established business model.

The drug business model relies on recruiting new consumers and vendors by offering samples and extending credit. The debt collection methods are usually more intensive than a lawyer's letter of demand.

The drug businesss needs to recruit large numbers of customers as customers tend to drop off (the twig).

The cycle needs to be interrupted by making the rewards for selling the product less.  If the price is low (because of higher availability with less risk to vendors) then there is less incentive to get new customers and thus the problem is mitigated.

Further, those who do try the drugs will be better able to seek treatment as there will be less stigma about their use of the product.
